JOB: IT MANAGER - NICTA
The National Information and Communications Technology Authority (NICTA), the statutory regulator for Papua New Guinea’s ICT sector, is inviting suitably qualified and experienced professionals to apply for the position of IT Manager.
NICTA is responsible for licensing and regulating telecommunications, broadcasting, and ICT services, managing spectrum and numbering resources, protecting consumers, and promoting fair competition in the industry.
Position: IT Manager
The IT Manager will be responsible for planning, managing, and overseeing the development, implementation, security, and maintenance of national ICT systems and infrastructure. The role ensures ICT services effectively support government operations, digital transformation initiatives, and national ICT policies while maintaining high standards of reliability, security, and service delivery.
Key Duties and Responsibilities
- Develop, implement, and manage ICT strategies, policies, and standards aligned with national ICT objectives and government priorities.
- Oversee the design, deployment, operation, and maintenance of ICT infrastructure, systems, networks, and applications.
- Ensure the security, integrity, and confidentiality of government information systems through effective cybersecurity and data protection measures.
- Manage ICT projects, including system upgrades, digital transformation initiatives, and e-government services, ensuring delivery within scope, time, and budget.
- Lead, supervise, and develop ICT staff through technical guidance, performance management, and capacity-building initiatives.
- Monitor system performance and service delivery to ensure high availability, reliability, and user satisfaction.
- Prepare and manage ICT budgets, procurement plans, and vendor contracts in compliance with public-sector regulations.
- Provide technical advice and support to senior management and stakeholders on ICT matters.
- Ensure compliance with ICT laws, regulations, and international best practices related to data protection and information security.
- Coordinate with government agencies, development partners, and private-sector stakeholders on national ICT initiatives.
- Prepare technical reports, risk assessments, and policy recommendations related to ICT operations and strategy.
Required Qualifications and Experience
- Bachelor’s degree in Information Technology, Computer Science, Information Systems, or a related field.
- Master’s degree in ICT, Information Systems, Management, or a related discipline is an added advantage.
- Relevant professional certifications are desirable, including ITIL, PMP, PRINCE2, CISSP, CCNA, CCNP, or equivalent.
- Minimum of 15 years progressive experience in ICT management or a senior technical role.
- Demonstrated experience managing ICT infrastructure, systems, and teams, preferably within the public sector or a large organization.
- Proven experience in ICT project management and digital transformation initiatives.
